Arkansas State Police say a Hoxie man pretended to be a 29-year-old woman named “Kelsey” in order to procure child pornography from unsuspecting boys.

30-year old Kenneth Paul Moore, is being held on a $150,000 cash-only bond on 16 counts of pandering or possessing visual or print medium depicting sexually explicit conduct involving a child, five counts of computer child pornography, and one count of tampering with physical evidence.

KAIT reports according to court documents, an ASP special agent began investigating Moore in July after receiving eight tips from the Cyber Crimes Unit. All of the tips were reported to the National Center for Missing and Exploited Children by Facebook.

The detective said Moore used a fake Facebook account to “entice teenage boys” to send him pictures of their genitalia through Facebook Messenger.

“Mr. Moore portrayed himself as a 29-year-old female who is specifically requesting the teenagers to send him pictures of their penis,” the agent stated in the affidavit. “He would then entice the juvenile victims with nude photos of females and would then request nude images from the juveniles in return.”

Facebook reportedly provided conversations between Moore and six boys. Each conversation resulted in the boy sending Moore photos of their genitalia, the court documents stated.

When questioned about the allegations, the detective alleged Moore said he “came up with the idea to have a fake Facebook account after watching a show on television.”     MORE
